Policy is decided by debates on policy motions, which can be submitted by any local party or any ten conference reps (and also by the Federal Policy Committee, state and regional parties). The Federal Conference Committee selects the motions from amongst those submitted.

The Agenda for conference will contain all the motions selected for debate. All of these will be open to amendment, and the procedure is exactly the same as for motions.
